  Automated bidding / device bid adjustment ?

  Looking at CPA we see CPA about $15 more on mobile than on desktop. Using max conversions.

  Is there a way to use that bidding but also device bid adjustments on Google ?

  Yes, you can use max conversions with device bid adjustments in Google Ads.

  You can only use device modifiers to either negate or activate certain device types on Google for Max conversions.
