    2 tags for purchase event?

    For a key event like purchase and register or lead, do you need to set 2 tags in google tag manager 1 for GA4 and 1 for Google ads conversion?

    so that when a conversion happens and it did not came in google ads, the GA4 tag would record it in google analytics?

    Yes, that is best practice.

    Set up GA4 tracking and native Google Ads tracking (for comparison and as a failsafe, which you rightly highlighted).

    * Make sure you set one as the Primary Conversion Action and the other as a Secondary Conversion Action (to avoid double counting).
