Sounds like you may be targeting a demographic that’s not interested in what you are selling, so some* of them are marking your ad as spam.
*Some in this context is apparently more people than FB deems acceptable.
Double check that you are setting up target audience that actually wants to see what you are selling. These are all automated responses from FB’s bots, so there’s not much you can do other than wait it out or contact them as they say, if you have, indeed been too broad in your targeting. Before you contact them, though, be sure to check your recent ads and see if you can spot what part of your audience targeting triggered people to report you for spam, and explain to FB that you now understand what you did wrong, and won’t repeat it. Don’t repeat it!
