    A client has a blog with lots of content but their categorisation is extremely overly simplified. For example, instead of placing Articles related to football within a “Football” category as a child category of “Sports”, they have just posted all football articles inside a “Sports” category alongside articles for other sports such as Tennis, Basketball and so on.

    I know that when creating a 301 redirect there is around a 15% loss of PageRank but would the structural improvement benefits outweigh the loss of PageRank in this case?

    IMO it is never worth messing with URLs unless you ABSOLUTELY have to. “Absolutely have to” constitutes a site move to a new domain. I would not advise 301’ing URLs to include keywords or to mess with site structure.
