What kind of ad would be ideal for gaining new Instagram followers?

You’re not going to get an accurate answer without providing more details.
How big of page are you? What type of page are you? What’s your budget? What are your demographics? These are crucial things someone would need to know to give you useful advice.

I’m a content creator and user of Ig and I can tell you; I go out of my way to ignore/block ads.

What you do is you run a story link click ad with a catchy photo/video, and put the link as your profile link.
People who click on the ad will land on your profile and follow you if your profile is well set up.

Post really great content that’s valuable to the audience that you are trying to attract. Then, boost the one with the most organic engagement targeted toward audiences you are trying to attract. Follows will happen naturally from people who found value in the content that you surfaced to them.
