What is the best solution Disallow + No index or Canonical ?

❓I have a question about the best solution when a website has some queries in the URL.❓
Let's take this example (it is not my website or a client website it is just a random example):
You can research in a bar and the URL looks like that: (Search for the city of Lyon)
In this case, the owner just put no index and disallow in the robots.txt
There are some pages around Lyon, for example:
https://linkaband.com/recherche/dj/lyon
https://linkaband.com/recherche/dj/techno/lyon
https://linkaband.com/recherche/groupe-musique/lyon
No specific rules are applied to those pages.
FINAL QUESTION :
Is it the best in terms of SEO? Or should the website owner should have put a canonical rule on this page https://linkaband.com/filters?lt=recherche&lkbat=45.764043&lkbng=4.835659&cid=3&city=Lyon&country=France&zipcode=69001&address=Lyon,-France directed to the main page about lyon maybe this one: https://linkaband.com/recherche/dj/lyon
I was wondering if the solution Disallow + No index would waste the crawl budget? 🤔
