  turned a Meta ad set off and on. Now spend is throttled. Advice?

  Had a problem getting spend through at time of launch. Increased cost cap and started spending

  Had to turn off best ad set due to logistics issue; didn't want orders piling up and angry customers

  Issue resolved in a day so turned it back on but it's back to spending hardly anything. Same cost cap as before

  Budget halved in the interim due to circumstances around another ad set, and campaign being CBO

  Suggestions please?
