I think it’s a great idea. Potentially revolutionary.
Just weight the votes based on how real a person is including proper verification with ID if need be.
Convert points for contributing and verifying into services.

This sounds a little similar to curated lists. Done by altruistic field experts, that typically produces better and more complete results than search engines are able to create.
And it’s easy to see one reason for that. As the process of getting high value backlinks has evolved into a form of paid marketing, many search engines basically now measure your marketing spend to order search results.
