  Target Whole Country or Every small part of the whole country?

  Hey guys ran into an interesting problem. Instead of targetting the country, i feel like for reporting purposes its better to target small parts of the country. But i realize the cookies numbers are severely off. I targeted a small area of Singapore that has 10M+ cookies but the entire country only has 12M.

  What i mean is that the numbers seems too disproportionate. If i target every small neighbourhood i might end up with 100m audience while targetting the country itself has only 12M audience.

  Should i still continue to target granularly (20 small pieces of the whole) or just the whole country in this case Singapore.
