What kind of campaign are you running? Search? Display? Need a lot more information to diagnose any problem…

Sounds like a campaign setting that includes display placements. Try segmenting your reports by network to confirm. I believe display select is opted in by default if you use the ads interface to build campaigns.

If it’s display then you have to limit the auto expansion.
