Seeking help with my ads campaigns

I have an e-commerce store that sell BBQ grill and accessories in the middle east ARABIC, and i think I am the only specialized one in my country , others like walmart and big supermarkets .
I run ads on google , facebook”Instagram”, snapchat.
And at the start I think I did good but now for some reason the conversions are low , and I am getting busy with other work and can not spend hours and hours solving these problems and learning how to optimize my ads .
I looked for ppc agency i my area , bu the problem is that they are very bad , even when I ask about the basics they don’t know ! So i am looking for freelancer
What I am asking here is :
How to know or make sure that I am hiring someone with knowledge ? Also if any one in this sub interested please DMMy monthly budget is 1000$ across all platforms
