PSA: Microsoft Ads is “down”

Anyone that has been using Bing notice a significant drop in performance since the major outage a week ago?
Our ads were running fine prior to the outage with conversions coming into our website at a steady rate. During and after the outage, our CPC has decreased ( which in principal is a good thing) but the conversion rate has tanked alongside the quality of clientele.
