Members vs customers question

Trying to understand how you roll a website out that needs members to make you money and customers who view the page. The website obviously needs members before customers so the customers aren’t looking at a blank website. Any ideas on the best way to go about this and also not draw customers away in the beginning because of no members.

You need to reach out to potential members, tell them about your pilot program you want them to be a part of for free, get those setup, then you have members to attract customers and can build from there.
