Is Microsoft Ads a scam ?

I just opened a Microsoft Ads account, and basically, because there is no “Manual CPC” options anymore, I though about switching to “Maximize Clicks” bid strategy.
This morning I just realized they scammed me $6, for 100 impressions and …0 clicks. What is that ?And also how is your experience with enhanced cpc strategy ?

Bing ads would be much better if people actually used Bing.
