I am looking for a local seo expert, this is what I have been offered for $600 per month from a freelancer but I am not 100% convinced.

It’s a scam.
A single resource can’t manage that for $600. That’s a lot of digital marketing tasks. According to me, this should cost you around between $3000 to $5000.

I do not think that a Knowlegeable SEO even from a low wage country will be able to offer that. Specially if they are going to pay for all the ads as well as the paid tools, SSl etc. And also do Link Building. Note that your content has to be of top quality to attract links. A good quality post of 1000 words by a good enough writer will cost at least USD 60 in a low wage country. So evidently the numbers do not add up.
