How to get comments from verified Instagrammers?

Dixie D’Amelio with 19M followers commented on his post even though they obviously do not know each other.
Check out his third most recent post on his personal account @jo.ey. Almost all the comments are from verified Instagrammers.
How do you think he did this? I have heard of getting verified if you know someone that works for Instagram but to get all those comments, most of which are not even relevant to Joey’s photos, makes me wonder.
