How long to reach #1 for specific keyword (details in post) – Expert opinions needed

I am not really new to SEO and do some affiliate marketing, so I know the ropes and roughly know what it takes to get to rank #1 for certain keywords.
Since the information is sensitive I have changed the content.
I have found a guy running an agency type business. He is pretty much just getting customers from google and outsourcing the work. I have no idea how much money he’s making, but some of the contracts are pretty big since coincidentally I found a job ad where he is hiring someone for 27k per year for a single job. I would assume he’s being paid 40k+

He is currently rank #1 in the UK for “kitchen installment services uk” (not real search term).
The search term gets 300~ searches per month but is extremely high intent.
**His domain is 10 years old and he has around 20 backlinks**, most of which are just standard rubbish that has found you on the internet. He has done 0 outreach and has 2-3 genuine backlinks of fairly poor quality.
His website looks nice, doesn’t have too much content, but isn’t sparse or spammy. I think it would take around 1 week to make a website of similar quality, perhaps 2.
He has ranked #1 for the search term by having his domain name contain the exact search term, probably by chance.
So if you searched “kitchen installment services uk” , his domain would be something like kitchenservicesuk.com
So if I made kitcheninstallmentserviceuk or something along these lines and did genuine outreach, how long do you think it would take to catch him?
Suppose I can get around 20 backlinks per month (maybe 2-3 industry specific, since it will be difficult).
Interestingly enough, there are other websites with much higher DA, who have done higher outreach, but since his URL contains the phrase, he is #1.

lol this post is hilarious
If I were to put an estimate on how long it would take, I would say the quickest turnaround from brand new site to ranking for a competitive term would probably be about 12-18 months. Keep in mind that this estimate is only if you build an excellent website with quality content, solid backlinks, quick page loads, etc. If you half-ass it, my guess is it would probably twice as long.
