I’ve been trying to reinstate my account for months as well. It was running fine for a couple of months and was beginning to pick up tracking. Then I was suspended for misrepresentation. Support is useless.

I had this in the first few weeks. I made sure my footer was very clear about shipping policies, return policies, contact info, etc. Resubmitted and 24 hours later I was cleared. No matter what you do Google will not tell you why, they just expect you to read their policies and guidelines and find your issue from there.
