Google Ads – What is ‘Most Specific Location’?

I have this data studio report of our Germany spend breakout for display prospecting. I am trying to figure out what these codes stand for ‘Most Specific Location’.

I tried adding some of them in as exclusions, but Google would not accept them. Ideally I don’t want to exclude entire cities, so if anyone knows if there is a way that these codes can be converted into values that will be accepted into the Google location exclusion list?

    Thanks!
