Google ads strategy for a real estate agent?

I have tried lead form captures on homes for sale but the intent seemed too low to make sense. I also tried call only ads but when I put the max bid at $25 for terms like real estate agent i wouldn’t get any impressions even though keyword planner recommends like a $6 bid.

For real estate agents, I use a lot of exact match kw’s because so many people search houses for rent. I also use a lot of negative keywords. I also don’t target buyers at all. Go after the sellers.
