Google Ads and Google Analytics saying different numbers

We’re running a Google Ads campaign. The Google Ads system reports 70 clicks between the 12th July – 23rd of July. However, Google Analytics reports 407 new users from Google Ads.
I’ve added the ‘link’ between the two. However, instead of adding further clarity to interactions, it seems wildly different.
Is it just down to my understanding between the difference of a ‘Click’ vs ‘New User’ to the landing page in question?
