Customer Match List Halted Traffic

Traffic has since died, could the coulprit be the list being too small?

Yes absolutely. That is a very small customer match list for targeting. I would switch it to “observation” mode and track how many impressions/clicks it gets relative to your normal audience. That will give you a sense of how much traffic you can expect to lose in targeting mode.

Yeah, small lists can cause issues. Try increasing the size or adding more lists.

Needs to be at least 1,000 of matched, active users (after its been uploaded and matched). Meaning you need a list of 3,000 to 5,000 for a decent campaign run.
