Judging by the 4% CTR, I’m guessing you’re using a Traffic campaign objective. It inherently brings a high clickthrough rate.
You should look at Post Engagement metrics like Reactions, Comments, Shares & Saves.

we always have low quality ad ranking for some reason but we ignore this as the campaigns work fine (until the recent CPM issues on fb…). i would ignore it.
