Changing business address (GBP). Best practices.

This however leaves wrong impression to existing and potential clients that the business have stopped operating and not thst they've changed address.

Do you have a link to where Google recommends that? I have never read anything where Google suggests that.

Most SEOs don’t actually do the “permanently closed” thing. Too risky. Just update the address and verify
