CBO Campaign with 2 Ad Sets
Ad Set One = 1% lookalike
Ad Set Two = 2% lookalike
The CBO constantly picks the 2% as the better performer and funnels the budget into this ad set…
Problem is, both audiences perform almost identical, with CPA varying only $0.50 cents between them.
So my “worse-performing” ad set always hits learning limited (28 events max)

Without raising the budget, what can I do here to keep my 1% out of learning limited?
