Can’t create a new Facebook ad account AND business account

I have two old Facebook business accounts and both business accounts have disabled ad accounts due to inactivity.
It says I can’t create new ad accounts until my account is in good standing for several weeks, but I don’t see how that’s possible since the ad accounts are disabled.
I also can’t just create a new business account because it says I’ve reached my limit.
It would be much appreciated to hear if there’s a way to fix this or work around it.

contact FB support to reinstate your access. They are happy to help you. IIRC there is a learn more button for you to click and it directs you to their appeal page.
I’ve gotten mine deactivated as well and managed to get back my access within few days 😀
