Ads just for iOS14

As we are finding recent issues with iOS14 on re marketing, I’m thinking about doing different ad sets for audiences using iOS14, but I have a few questions.
1) Is it possible to segment the audience from the ones using iOS14 and the ones who doesn’t on Facebook ads?
2) As I understand every app has now the obligation of ask the user if he wants to be tracked or not, so if facebook app is updated in order to ask for that permission is it going to be updated also on the users who haven’t updated iOS yet?

Remember the reason you are verifying your domain in Facebook is so you can track the people coming to your website and reporting it back to Facebook (pixel).
So the re-targeting should still be good.
