A new domain name or revamp an old website with the existing domain?

I have a website for many years, but it is ranked really low because the content is minimal, of bad quality, and without specific SEO efforts. I plan to revamp the website, and the question is this:
is it better to start fresh with a new domain name, or is it better to keep the same domain although the website will be new?

If you don’t have any penalties on the site that you know of (if you haven’t already submit to google search central and see if you get any warnings) then use the existing domain as it is sandbox-proof

I would keep the old domain. The whole job of SEO is updating shitty websites.

Use old domain unless you don’t mind being in a sandbox for several months.
