A competitor to my SEO client is very obviously Keyword stuffing their website. Can I do anything about this?

They’ll get theirs. It may be working for them today, but one of these days a google update will set it right.

Google will penalize them if they doing any wrongly. Instead focus on these, I suggest you to plan to beat them up with the quality content, include keywords naturally. Definitely, you can outnumber them. Find what they missed to include in their page, use that gap and plan for better/creative content.

Google is going to show them who make rules after some time. Wait for it.
Fact – Backlinko’s Brain Dean had written a 10,000-word article and used a “particular keyword” (I don’t remember now) for 6-7 times. He was ranking in the top 10 for that keyword.
I understand that there are all other factors behind but using the keyword naturally is good for long term SEO.
