Depends on your budget. With no prior conversion data, max clicks goes wild and tries to eat all your budget if it can while the portfolio bid one might be more tame and try not use all your budget. If the niche is very competitive go with the portfolio bid strategy, if competition is easy go all out with clicks to gather data as fast as possible.
