Although I’m not a fan of Wix, SEO _should_ be platform agnostic. Some platforms make it easier than others to “do SEO” but I’ve heard plenty of people say Wix Studio is just fine for SEO.
As for the $5000, that’ll depend on the niche and competition but for a small business, that seems on the high side.
