I think you don’t need to stress too much about making it perfect. In my opinion, the agency just wants to see how you think and how you can organize ideas, not a perfect format. If it’s 4 pages, maybe you can keep it simple: start with a short intro about the brand and goals, then share your organic social plan (content types, posting ideas, community engagement), then your influencer plan (what kind of influencers, why, and how to measure), and last part can be the performance approach (metrics you’ll track, how you’ll know it works). Even if you’ve only done one-page plans before, just expand your points with short explanations and examples. It’s really about showing your thought process.
