Good question! Target CPA optimises for all conversion actions that are set to “Include in ‘Conversions'” in your account. You’ll need to go to Tools & Settings > Conversions > Conversion Actions and make sure only the specific conversions you want to target (e.g., form captures) are set to ‘Yes’ in that column, otherwise it’ll treat both calls and forms as equal.
