Yeah, FB pages can be tricky. Being an admin isn’t the same as owning the Page. Only the Business Manager that *owns*it can link to IG, which is why the option is greyed out. Best bet is to try reclaiming the original Business Manager through Meta support, otherwise you may need to create a new Page under the right account and slowly move followers there
