Usually the campaign should continue to serve and spend your budget but sometimes Google will effectively throttle it in learning mode. This can last for more than a week sometimes, but by then you should start to see impressions slowly ramp up with normal spending within 2-weeks.
It’s not fun and Google doesn’t acknowledge this… I’ve seen it many many times.
