Google Ads Remarketing Tag
Does Google Ads remarketing tag/global site tags adds ALL site visitors into the list? Or is it only just visitors who clicked the Ads? I always believed its the latter, so I will link the Ad account to GA and import Analytics “all web visitors” and different audience segments back to Google Ads for remarketing. But have yet to confirm this.

Why not create custom audiences yourself, that way you’re sure and you have more control
i.e. including only users that did or did not convert
