Should the content of category pages, when there is content, be on the top, before the products or at the bottom, after all products?

Literally doesn’t matter. I’ve ranked both just fine. But I’ve always felt UX (user experience) would prefer the content towards the top. I prefer (personally) to quickly see (via heading) what the content is about.

Part of old school SEO – content position does matter, or at least it used to. Higher in the HTML was best.

There was an old trick you used to be able to do (which we employed a lot 10-15 years ago), was to place the text high in the HTML but use CSS to position it at the bottom of the page visually.

However I’ve found it doesn’t matter as much lately. Top or bottom – you can get pages positioned either way.
