We always optimize for conversions so that Facebook can find people who are most likely to convert, i.e. purchase from us. We want people who will use our service, not just the ones who are most likely to remember our ad.

What’s your objective in terms of Business? You want to make an Impression to people or you want them to fill a lead form or do a purchase on the website?

For a new account, depends on your end goal. For us, we wanted leads so we opted for Lead Generation campaigns. As much as possible, you don’t want to show your ads to people who aren’t going to convert into sales.
We also have good video assets so we spend on the Video Views campaign which primarily show your videos for a cheap price (around $0.03 AUD on our case) .
