    The example that comes to mind is the COVID contacts tracing app. Let’s say we’re talking about Ireland, again just as an example.

    Google likes authority in page ranking. But as I understand it, this is usually established mainly by backlinks, which take time. A COVID tracking app can’t take months to get to page one, so there must be a way to get it there as soon as its released.

    In this case, I was curious as to how to the SEO works. Would the Irish government simply sign an agreement with Google directly, to shoot their official app to #1? Or do they have another means of proving they are an authority?

    They would link to it from official government websites, the press would cover it, and people would search for it. No need to sign an agreement. The algorithm will rank them in position 1 automatically because it values trust, brand, and demand.

    And if it would not rank on position 1 – for such an important topic – Google would interfere manually but never admit it.
