On all my test show me that is a waste of money. Like 90% of the traffic is fake. But this is only my experiences.

What exactly do you mean buy push notification adds? What platform will you be using? Or are you just going to push notifications in your own app?

Push traffic can be an excellent addition for a performance advertiser’s channel mix. RPCs tend to be a discount from web and other channels and while there are a wide range of quality, once you optimize to the right supply, ROAS is quite compelling. For Publishers, adding monetization to push is easy and a strong revenue stream.
